Surely something like boots/punches to the face would have been deemed appropriate for a situation like this? I was shocked at the inaction of the partner. The 2nd officer seemed to pretty much do nothing to help his partner who was in a dire situation, other than trying to pull the guys arms away, even though the arms totally locked in and would have been almost impossible to break the hold by 1 person. My question is really, what is appropriate force that can be used by the other officer? The woman was complying and as far as I could see (and remember) was already cuffed. He puts one officer in a headlock and drags him to the floor, all while trying to gouge his eye for what seemed like a good 30-40 seconds(link below for full story). The story basically goes, these two coppers were attempting to arrest a women, and her boyfriend gets involved. The campaign resulted in a new law making it an aggravated offence to assault an emergency services worker and PFEW is continuing to press for stronger sentences.
